This is by far the best way. Be aware that there will be massive traffic jams at the Hampton Roads Bridge Tunnel unless you are going early in the week.
We have been there literally hundreds on times before we retired and moved back to NC. The best sites are on the left side of the first left turn you can take in the CG area. The farther down the better. Shaded and no traffic thru your site to the bath house. The middle area at both ends has more shallow sites. The area even with the bath house and beyond are nice also but those in the culdesac are tight entering but pie shaped beyond that. Those are well shaded.
There is a gas station just north of the park that can provide the beer and snacks. 3 miles south of the park at the north end of the CBBT is another campground that has a nice little tiki bar/restaurant right on the beach. The new owners of that CG have restricted access, something about a fee that is then taken off your check if you really go to the restaurant. Sunset Beach RV Resort is the name. Both are easily bikeable, and there is a bike trail behind the trees on the NB side that will get you safely to the other GC. Take the first right out of the CG and then go straight over to RT 13 to cross. You will have to cross 13 twice. The trail does not extend north to the official turn off to the park.
