You can lift it under the axle. No need for 2' plus of height and your truck jack will work. Bottle jacks are handy, with some boards under them, if needed. But there's other ways to lift for trailer tire change. The sand bags mentioned are a great idea, or enough boards to ramp up the good wheel to lift the flat one.
