Now I am totally confused. What are those huge refineries we have seen in Mexico - the one near Tula north of Mexico City off the Arco Norte comes to mind we have seen quite a few others - what do they need those huge refineries for if they import from the US? Why do we read they are investing huge amounts of money to upgrade the refineries that produce Pemex gasoline?
