Geez, How do you think the Gulf Stations are going to get fuel, by tanker from Texas? They will have storage facilities in place and a distribution system. It doesn't make big news because most people really don't care but it has been published. Gulf is not buying stations, they are asking owners of existing Pemex stations to move to their business. That also has been covered dozens of times in newspapers.
The pipelines you saw are coming to Mexico and part of the energy reform. I don't recall crude ever being mentioned. Processed fuel and especially Natural Gas are the key products. Carlos Slim's construction company had the lowest bid on one of the pipelines going through Texas into Mexico where it will connect to existing pipelines.
The nature of refineries is that things wear out and need replacement. And upgrades usually happen when maintenance is approved and financed. There is news of upgrades, new converters, new style crackers published as bids are let and when work is completed but that is in existing refineries. Upgrading is a natural way of maintenance in any factory. New and improved is how things work in the world, not old and just so-so.
Everything is published in all the National newspapers when there is something to say. You have to read everyday just to keep up with what is happening.
