Baja California the state, has UBA. Baja California SUR, does not. No one is going to SEE UBA diesel, even though half the gasolineras in Mexico may come to possess it. This is a black and white declaration. No gray. And any foreign franchisees who open Gulf, Shell, Union, or freakin' Circle K gasolineras are NOT EXEMPT from Pemex rules. The extraneous gasolineras will be under the thumb of Pemex rules and regulations.

Pemex WILL NOT ALLOW THE IMPORTATION OR SALE OF A milligram of UBA diesel until the demand in Distrito Federal is 100% satisfied by government MANDATE. Baja California and a few selected cross border NAFTA trucking areas are exempt.
When the Distrito Federal gets UBA the north American continent will shake with the news. Then comes the state of Mexico, then selected urban areas and others like the Rio Bravo valley.
Pemex will CONTROL the pumping of UBA diesel to tank farms that feed Mexico City. It will be distributed from tank farms via pipas licensed by Pemex.
I will bet that at the stroke of midnight 2019 New Years 2020, there will not be one UBA sign in the entire country. That's pretty damned definitive.
