....I don't know about returning air travelers to countries other than Canada, but if a returning Canadian knowingly buys a fraudulent Covid test 72 hours before boarding a flight back to Canada, and presents that fraudulent document to returning flight boarding personnel, this would be a Federal offence contravening the Quarantine Act (the fine(s) could bankrupt the returning Canadian). And, anyway, ALL returning Canadian citizens also have to quarantine upon arrival for 14 days. What happens if the returning traveler develops Covid? How would this inform the supposed Mexico-side test "evidence" in the eyes of the Canadian Border Services Agency?
