I think the highest part of UT12 is on the NS leg, what's that between US24 and Boulder. It climbs up on the flanks of mountain. I remember good aspen colors on fall. The other high area would be the Bryce Plateau.
There are also mountains between US89 and Cedar City. Cedar Breaks, north of UT14 is one of the higher US Monuments, and Brian Head, above the ski resort of the same name is the highest point you can drive to in an ordinary car in the summer. Brian Head ski web cam will give you an idea of the snow conditions in that part of Utah.

There is probably a web cam in the Bryce area, e.g. the airport.
