Unfortunately most of the info on this subject is either outdated or incorrect. The rules for most of the mainland are simple and clear. But not for Sonora. Penasco is a true free zone. Kino and San Carlos fall into the no hassle zone. Different rules. Much of Sonora requires either a Sonora Only permit or a Federal Permit. Cars and trucks not towing anything can enter the No Hassle Zone without a TIP. But MH's ( and maybe TT's) are different. So just try and understand all of this!! So darn confusing! This happened back around 2010 when they started to collect deposits. At first it seemed they would want deposits on RV's. Then they back tracked Some people were disconnecting toads at the border to avoid double fees. It was nuts. Towing a motorcycle or quads made it even more confusing. There probably is a document from SAT that explains everything. I could not find anything! The Sat document I did find does not cover the no hassle zone. Every insurance company and even Mexico Mike have it all wrong. Maybe Mex can call Sat and get a weblink.
