If it was me, I would take I-5 down to Oregon (or almost) and then cut over to Astoria and spend the bulk of your travel time going south on the Oregon coast until the California boarder, then cut back to I-5 on hwy 199 if you are tired of the coast by then. If you are having fun on the coast, then keep following it (just note that the CA State Parks do not come close to comparing with the OR State Parks)If you haven't experienced them, you will find the Oregon State Parks to be awesome....and that time of year, reasonably priced too.
Rain is just part of the coast experience and I suspect that, your being from Vancouver, BC, you know what rain is so it shouldn't be anything you are not familiar with.
