Understood, but it is my understanding that just having the chains in your possession would not get you out of a ticket (and an expensive one at that). They would have to actually be on the vehicle in use (unless you have M&S tires with adequate tread).
This is most likely to come into play if you get stuck on the highway. Maybe it is just me, but if I was in an RV, I would not be driving when the roads are so bad that you need chains to make it over a pass.chains to proceed.
