I think you might need to loosen the tinfoil hat a bit. The system is only being used in Manhattan right now.
Waze actively tracks your speed. If you slow down because of traffic, it will actually ding your phone, asking you if you're in traffic. I've also seen on Google maps that some traffic delays are from Waze. Just like searches, Google aggregates traffic data from multiple sources - user reports, state DOTs, etc.
