If you had a credit balance on one of your credit cards
(i.e. they OWE YOU money) like Visa or discover, then you could go to an ATM and remove cash in that countries currency
without occurring any cash advance charges ! There may be an ATM transaction card.
As stated before, the credit card companies use the latest exchanges rates.
