Guaranteed that CampWhitehorseWalmart will be business as usual next season.
Manager is checking now and telling people to leave after one day and leaving eviction notices on vacant RVs so that is all that is needed to keep things under control. Peed-off RV parks lodging formal complaints is another matter, but they are never going to attract people like us who object to paying top dollar to be crammed in with barely enough room to open a door.
Everyone nowadays has their own internet plans and there are free dump and water places all over, especially in Alaska so RV parks are going to have to make changes to get our business.
If not, there are apps available to point people to suitable boondocking places. Also Walmart at next place north actively welcomes RVs for two nights with signs on lamp posts so whitehorse stopover isn't really necessary.
BTW, the permanents at these places aren't travellers, but seasonal workers there for jobs on the roads and similar projects and come winter they will be off down south so all that is needed is these Walmarts to get back to the original concept of a place to park overnight while travelling through to a destination. I's bet that Fred Myers in Soldotna - which IS a destination in its own right - won't be in a hurry to ban RVers from is parking lot
