Really? In how many cases have you seen this and what sort of locations. Pretty sure if the store was notified, those idiots would be out of there real fast.
I've seen this happen more times than I can count on all my fingers and toes. I don't bother calling the store managers anymore, I call the DEP or police. It's a clean water violation - just as is dumping used oil down a sewer. In 2005 Dave Matthews band bus dumped black water waste on the Kinzie St bridge in Chicago. It landed on passengers on tour boat that was right below the bridge deck. The driver got a ten grand fine and 18 mos probation + community service. Good for Illinois. Now, if the DEP in the rest of the country would follow suit, you wouldn't see this happening anywhere.
It's rare to see this in Canada, but it does occur. Pretty common in Mexico and C.A.
