Because the "proper" campgrounds that are close to Whitehorse are around $30-$50 per night, and generally are less convenient to downtown? Because you are going to the Yukon to see the Yukon, not to see what campgrounds in they Yukon look like, given that they're broadly similar to campgrounds anywhere else?
I got the impression a year ago that a large portion of the RVs there were semi-permanent, not overnighters. I don't know what the housing availability is like around Whitehorse, but an apartment or whatever could very well be a good chunk of change...and not everyone has a good chunk of change to spend.
