I don't know what the housing availability is like around Whitehorse, but an apartment or whatever could very well be a good chunk of change...and not everyone has a good chunk of change to spend.
Just for giggles I did a quick search, based on the most popular website in that area a really tiny bachelor or 1 bedroom apartment is starting at $1,300 / month.
