Two days ago, I phoned CBP and had a bit of a conversation with a supervisor (I was seeking info on flying from Canada to the U.S.). Of interest (to me at least), he advised that, regarding virus/quarantine/vaccination issues for flyers, CBP has washed it's hands and to them it is as if the Pandemic was non-existent. They only deal with those issues they have always dealt with and all the other stuff is left to the airlines.
Of interest to this conversation though, when I asked the logic behind allowing air but not land entry, he laughed and said all rules and regulations related to the virus, on who can/cannot cross the border is decided at the top level(s) in Washington, on direction from the POTUS, and is all political, and he couldn't understand any of it.
I would suggest RVs, or whatever the type of land travel (for non-essential) was never even considered.
And if many U.S. border states/communities/politicians who want/rely on land travel from Canada, have failed at changing the regulations, I doubt your petition would have any luck.
Point Roberts is a small U/S peninsula south of B.C that has no land access from continental U.S. and can't be accessed by vehicle without driving from Canada. Because it relied largely on Canadians to support it's small businesses and continental U.S. citizens can't get to it by driving, it has literally been abandoned. They can't even solve that conundrum.
