Yes,more things will be open in August. But we were there in May and it was great. As other have said,you're trying to pack too much into 3 weeks. If possible,break it into 2 vacations. Do 2 weeks in May at Yellowstone and 2 weeks in August at Glacier and include the Black Hills.
