While in the Black Hills/Mt Rushmore area I recommend staying in the Hill City area. Several nice campgrounds, both commercial and State parks nearby. Well located to do and see everything in the area and has everything you need (groceries, shopping, wineries, etc). While in Yellowstone our favorite campground is Mammoth. No hookups but the elk and scenery are worth it. Also agree with previous poster about Yellowstone's Edge- great CG but it is a ways from the park entrance. But once again the scenery is terrific.
