Bill,
We stayed in that southern lot. You don't need to be on the grounds at all. We had a young dog with us, so we just hung on the fence for three hours while 600+ balloons took to the air. The southern lot has(had) some places with power but was otherwise dry camping.
You want to be there for at least one of the weekends because that is when they have the mass ascensions.
