Could happen in any big city. But you are describing somewhere off of the airport premisses in an industrial area, correct? Why wouldn't you use the cell phone lot in the airport (which is free) and have her just call you when she located her exit door from the baggage claim area? Then you just drive up and pick her up. So easy to do.
We have been in the Phoenix area for the past 6 years and never feel afraid.
