It is just an arbitrary date that was chosen about 3 months from the last date - they don't know how long the high rates of infection will increase so extending by 3 months at a time.

Its the date the Canadian government picked. Its 30 days at a time And from the past, doesn't look very arbitrary

Here is the history of the Canada-USA border closure due to the coronavirus:

On October 18th, the border closure was extended to November 21st
On September 15th, the border closure was extended to October 21st
On August 14th, the border closure was extended to September 21st
In July, the border closure was extended to August 21st
In June, the border closure was extended to July 21st
In May, the border closure was extended to June 21st
In April, the border closure was extended to May 21st
In March, the border closure was announced from March 21st to April 21st

Why do so many people blame the border closure on the Canadian gov't? The decision to close the border to non-essential traffic back in March was made jointly by Canada, the USA, and Mexico, and all the extensions since then have been decided on jointly. Also, it is the US gov't that is allowing air travel across the border while at the same time blocking land crossings. Canada has nothing to do with that loophole.
