Think about it. Its a loop-hole that Canada will never allow if "the virus" remains persistent well into 2021 (and God forbid, into 2022).
IMO, the Canada-bound land border will remain closed till the end of 2021. And I would not be surprised if Canada's land border remains closed (bilaterally, or, unilaterally) till the end of winter of 2021/2022; this to guard against a potential 3rd/4th wave.
Something that we should all consider is a possible re-vaccination campaign with a polyvalent agent against several strains (maybe two or three new strains) of sars-cov-2 next year. In this situation, public health is always behind, playing catch-up.
