Some are. The NPS doesn't make trails ADA compliant or provide guard rails for all trails. Trails are for people with experience hiking. You have to be aware of your surroundings and the risks.

The leading cause of death at Yellowstone, also most other US national parks, is automobile accidents. A high percentage of which are motorcycles. Folks don't pay attention to their driving as much in national parks as they do elsewhere. But dying in a car wreck in a national park isn't 'tragic news'. A young child falling to their death is.
