Hopefully some people that are actually down in the RGV will reply and give you a good idea of the situation. We are currently at home but from previous stays in the Valley I would guess that there are plenty of open spaces. With 400-500 RV parks stretching from Mission in the west to Harlingen/Brownsville/South Padre in the east end of the Valley, there has to be plenty of open spaces. All of those parks are in the US and most are at least 10 miles from the Mexican border, although there are some closer. No problem.
Since you are pulling a 5th wheel, I would try to drop it somewhere along that stretch and then take a day or two to check out the parks and see what you'd like. Pick up a bunch of park brochures and use them to narrow down your list. Give them a call to see if they have any vacancies. You then might want to try one for a month and use that month to look around for one that you'd like better.
Now if some of the guys down there can reply to your post it could help you narrow down the list very quickly! One thing I know, I wouldn't stay in Waco for more than one night before heading down to the RGV where the real fun and sun is!
