I don't think Emma wood has a dump station or water. The next close rv resort is ventura beach rv resort but they charge $20 to use the dump station. I suggest everyone read the negative comments in yelp about ventura beach rv resort.
I have camped north of Emma wood at the rincon, also drycamping. Faria beach county park is very close to rincon and the very nice people that run their burger stand explained that you can pay a fee, self service by way of envelopes and drop box, and dump at any empty campsite with full hookups...chances of driving in with full tanks and finding an empty full hookups campsite are... not likely in summertime. Of the four county parks on the beach there Emma wood and the rincon are dry camps, faria and hobson have some sites with hookups.
