We've stayed at the St. Louis RV park a couple of times and found it to be a very convenient location for seeing things in the city. The area isn't fancy by any stretch of the imagination but we felt safe enough there (and yes there is a police station across the street). Basically an industrial area just west of downtown but with fairly new businesses, nothing rundown/abandoned/burnt out. Just a fenced in parking lot with hookups, clean washrooms, a pool which looked pretty well kept up when we were there, nice folks running it. You probably would need to drive to get to the various attractions, not far but a bit much to walk, so no toad might be an issue. The Arch is a must see and City Museum has to be experienced, no way to adequately describe it. A bit farther west of the park next to Washington University is Forest Park, beautiful huge city park with museums, the zoo, lots of walking & biking paths, all free. Also highly recommended.
