The weather will still be cool during April and in early May in parts of the USA but being from the UK, cool temps are not a stranger to you. Our Son and his wife lived near Birmingham (Iron Bridge) for a little over a year and then went back about 2 years later and bought a manufacturing company in the Central Midlands of England. When we'd go over and visit them, it was always quite cool with plenty of clouds and rain. Not every day of course but plenty.
To your advantage for open campground sites, the kids are still in school so the CG's are seldom even half full until they get out for the summer. National Park CG's are more likely to have lots of spaces open without needing reservations also. Weekends (Friday and Saturday nights) will be busier in the CG's if the weather is nice.
4000 miles in 19 travel days is really rushing it to see much of the huge number of things there is between New York and San Francisco but 19 days may be all you can have so I do understand. You can always go back on another trip and see more or with a different route. You could criss cross the USA for 10 full years and still not see all 48 and what's there and then there's huge Alaska also which is a very different world to explore and simply gorgeous. However, Hawaii would be really tough to drive/RV to!
