AZ is a great place to winter, but there are MANY variables to consider. Divide the state into 4 parts and then list the best and worst of each quarter.
We like the SW section for multiple reasons. The prices are reasonable, when compared to the other three areas. The people are much friendlier, and not as cliquish as we saw in the Phoenix area. You are close to a Mexican border town that is super safe and very tourist friendly. The weather is a whole bunch better, especially over the 2 northern areas. Great ATV/Jeep off road activities. Good fishing in both the canals and the lakes.
