First question for you is what do you want to do? If you want to sit in the desert and watch the sun rise & set then any of the BLM land is great. Do you want to visit with lots of friends in a small area with limited shopping and no cultural avenues, then Yuma is the place to be.
Like shopping, good restaurants, museums, etc., within easy drive, then either Tucson or Phoenix areas would be ideal. Like baseball - then the Valley of the Sun (Phoenix area) is the place to be. Plus, while Tucson is ok, it is kind of dying, while the Phoenix area is more vibrant, more going on, more museums (the Musical Instrument Museum is a MUST SEE), with more arts centers (and terrific concerts), etc. which is why that is where we spend our time in Mesa.
You say that Yuma has limited shopping. I disagree with that statement. We have spent the last ten winters there(6 months per year)and Yuma has great shopping.
