We would like to keep our monthly lot rent under 700 bucks.

First you have to decide what is the MIMIUM you will accept or need in the following areas:
1. size of lots
2. location of rv park
3. amenities ie golf ,pools, tennis, activities
4. near by shopping opportunities
5. traffic around location of RV park
6. traffic /roads, freeways available to go to different towns, museums, theaters, malls etc etc
7. general ambiance of total park
I would suggest you get a map and draw a 15 mile circumference circle around the city of Phoenix, then pick a park in any direction out of that circumference. :)
