That is the Forest Service CG along the road to Butte Lake, inside Lassen Volcanic National Park.
That campground is in a state of disrepair. Gets very little use, a few people during hunting season. I fully expect the Forest Service to eliminate it in a few years, pull out all the facilities and just leave it as a dispersed camping site. Continue past it to the end of the road inside the National Park, and you find the NPS Butte Lake CG. Much nicer.
