I'm very biased towards the NW for its spectacular summer climate. To many areas in the NW to even ponder picking any one specific place. I'd almost turn your equation around...... A NW summer might be considered "winter" given the typical warm and balmy FL winter conditions. The NW summer (excluding western WA) is usually warm to hot in the day and cool to chilly in the evenings with little to no humidity. Granted, conditions vary depending on locations and elevations. Again, just my very biased opinion that many parts of the NW offer up a great summer option over the buggy and muggy midwest or northeast.
