It's really not the quaint little snow bird place you have been led to believe. and the rules are probably all he has to keep them from squatting.
It's not so much the rules, as how he presents them on the website. Bashing other parks etc isn't a very good business model.

Apparently it works well enough that he can afford to turn away potential customers. Doubt he would do that if he wasn't relatively confident someone else will fill the spot. The website sure sounds cheesy to me, but cheesy ads that repel me have been a part of the landscape forever. And ads that bash the competitors? Watch an ad for cellular coverage, or an ad from a car or truck manufacturer and who can forget the "I'm a PC and I'm a Mac" ads? Those seemed to work out for Apple.
