Exact same thing goes on here in Michigan at the State and Federal parks. I've had fellow campers straight out tell me they do this, not only for one site but several next to each other. Often for the entire summer.
I don't know what the solution is. How do you discourage the dishonest folks from making blanket reservations while still allowing people with inflexible jobs to reserve a site for the only weekend they can get away?
I haven't made reservations in the past, I just show up and take whatever spot I can get into. This is my third year owning a trailer and I've had decent luck so far, but the season is early.
