The problem is the park is already full for July 1 because you are allowed to book for 3 consecutive weeks. People will book a start date of around June 11 thru to July 1. This allows them to start booking on Feb 11. They will then wait 3 weeks and cancel the entire reservation except the long weekend at the end of it, with only a 10% penalty.
Washington State and likely others fixed this by only letting you book when all days fall within the window. I had to book a 4-day stay one time by booking each day separately 9 months out, paying a reservation fee each time. If I waited 4 days to book them all, someone could have booked the first 2 or 3.
