not exactly, they categorize what is essential and non essential. If it gets stamped essential it gets funded.
It's a game to them, thats how you got the whitehouse shut to tours for schoolchildren, and memorials shut to WWII vets, yet opened for immigration marches and of course the exchanges manned 100%.
Surely you can see how they are essential. :R
