Too bad this probably won't fall under the Archeological Resources Protection Act. We were on a raft trip in Glen Canyon below the dam a few years ago, and the guide told us about a fisherman from our own state of NC who thought it would be "cool" to carve his name on the Descending Sheep petroglyph panel. He got caught, had just pled guilty to a felony violation, and was fined $10,000 to cover repairs.
Sounds like Utah park officials are pondering their options, from what I've read.
Although I applaud the fine, it is not enough. It needs to be a larger fine and maybe a couple thousand hours of community service while wearing a shirt with his crime printed on it.
