This rule is probably similar to the 10 year old rule. If the management gets a complaint, they have an out and a reason to pitch you out.
I'm not sure how we got from having 4 dogs to being uh-American, but I'll wager rules are broken every day by the holier-than-tho posters. Have you ever actually slowed down to 20 mph in a school zone unless you knew a cop was watching? 25 is close enough. Well, maybe 30 is ok. Well, at least I slowed down.
If your moral code allows you to lie on a campground registration form, then check in with how ever many dogs you care to claim. If someone complains, buck up and move on.
