As in most things nowdays you have to check out the fine print. Unless I'm reading this wrong some campgrounds are OK.

Yes, you're reading it wrong. That's under ELEVATED fire conditions. During a RED FLAG fire condition, only a gas or propane stove is allowed for cooking, and then for boondocking only with a permit - in an established campground, your pass is your permit unless otherwise ordered. No wood fires, no charcoal, no propane campfires, etc. See the picture of me above in the Cleveland National Forest in an established campground displaying the fire regulations sign during a RED FLAG condition, the symbols tell the story...
