For some parts of the country, this is certainly true. Please don't generalize what is good practice in the West to ALL of the country though. While not unheard of (last summer in NJ, for instance) it's pretty rare for campfires to be a risk for those of us in the upper midwest and upper eastern part of the country.
This is something specific to region and local weather conditions.
