One of my favorite places is Kentucky Dam State Resort Park near Paducah, Ky. Big marina and an extremely wide launch ramp - just about the widest I've ever seen. But the campground is a mile or so from the marina.
The marina does rent boats if you'd rather not tow.

You may want to investigate the entire Land Between The Lakes area. 2 huge lakes (actually are damned up Tennessee and Cumberland Rivers), at least two state parks as well as several COE campgrounds. It's a great area. Yes, I'm a fan.
