Well, that's how people usually are...cheap.

If the weather forecast is great for the next week, would you pay more for a shelter?

If you're lucky enough to own a molded fiberglass Scamp trailer, you can just ride it out like this fella did in Nebraska last year!

Some have warning horns and directions to local shelter

Some use shower/bathhouse as shelter

One place in MS just advised us to 'lay face down in a shallow ditch, cover our heads and hope for the best'. Sorta bend over and kiss method :B
