Check out Veterans Memorial State Park in Georgia. It is on Lake Blackshear and also boost the start of the Sam Shortline RR. Plenty of sites on the lake front where you could just pull the boat up on shore.
Only other choice thoug a bit far for the FL folks would be Clark Hill Lake just north of Augusta. Lots of COE parks and state parks down that way.
