We were at Bass Lake for Father's Day weekend -- everything seemed open and thriving to me.
Not clear when your are planning your trip to Yosemite...but if you can get reservations I second staying in the park at Wawona CG. We were there in April, with a dog too, and it was a great location. Not nearly as crowded as the valley floor, but it was nice to stay in the park vs driving 20-30min to the entrance before even making you way to the destination for the day. - LitchExplorerAnimals inhabit areas outside the park as well.

Staying in the park with pets is not a problem if you follow the rules and common sense. Keep the pets off the trails.
