I'm not sure who "we" is, but I will use the word. "shenanigans". It may not be illegal but yes, it is wrong. When customers misunderstand what they believe the price is for their stay at a campground, it is usually because of the convoluted terms. It doesn't have to be that way. I know, I run a business. It the owner's responsibility to post clear pricing so as to avoid the baloney that takes place after travelers arrive. There seems to be a mindset to maximize profit the first time a customer stays rather than make your money on repeat business. Sorry way to do things.
