I'd hardly call it shenanigans. Every CG/RV Park has the option to charge a fee for the site and extra charges for amenities, or an all inclusive fee. If they go the "extra charges" route, then they have to hire someone to watch for cheaters and that expense gets added to the base rate. If they go with "all inclusive", they have to deal with people that want a discount for things they don't use.
All of us have RVs and they all have wheels. If you don't like the price structure, move on down the road.
