I think you're right, especially since the Judge based the decision on ANOTHER Judge's decision in an Arizona case.
This is really huge as far as I'm concerned. I may have to rethink my own annual purchase of the Northwest Forest Pass Link, which operates exactly the same way as the pass described in the case you hooked us up with. I hasten to add that any refusal on my part to buy such a pass will be accompanied by a stream of indignant Letters To Congress demanding better/fuller allocation of already received taxes for the recreation portion of USDA's National Forest Division.
