Not sure how things went in your neck of the woods, perhaps there was more "incentive" from the powers that be, but in Europe it took about 3 years to get all the merchants using the card readers.
In the US most merchants have the correct POS devices, but they can't use it either because their processing software hasn't been updated to accommodate the chip, or because they are putting it off.
