Last year we tried Long Point Park, Melbourne Beach and are returning for a few nights again this year. It is a Brevard County park and very reasonable for the area at about $30 with water & electric. It's set in the Indian River so plenty of water views around. Not fancy but nice friendly atmosphere.
Not sure if they have sites left for this winter coming up, but that will be a question mark everywhere. Reservations have been done by telephone in the past, but looks like they have added online res. Unlike some public parks, they don't seem to have a two week limit.
